Join us for talks at ISER from three finalists for ISER’s health economics post doctoral researcher position. Bita Fayaz, Ph.D. candidate from Lehigh University, will present, “How was Medical Care Utilization Affected by the Medicaid Primary Care Fee Bump,” on Monday, January 28, at 12 p.m. Bita is an applied microeconomist with a specialization in health economics. Her research examines how individuals respond to incentives in the Supplemental Nutrition Assistance Program and how insurance and policy interventions influence the use of medical care.
ISER researchers study a range of health-related issues, from costs of healthcare to ways of reducing suicide rates and measures of children’s well-being. They also evaluate health programs. Our capacity to study issues related to Alaskans’ health was expanded in 2015, when the Center for Behavioral Health Research and Services became a part of ISER.

ISER is partnering with the national non-partison research institution NORC at the University of Chicago to support the Alaska Healthcare Transformation Project. The two research organizations will provide research and analysis of both Alaska-specific costs and programs, and national data and programs, to inform future decision-making in the state. The Alaska Healthcare Transformation Project is a collaboration between legislators, policy makers, state administration, healthcare industry leaders, patient advocates, and private payers to improve Alaska’s population health, improve patient experiences and lower the per capita healthcare cost growth rate.

Researchers in ISER’s Center for Behavioral Health Research and Services (CBHRS) conducted interviews with individuals who use heroin to explore ways individuals began opioid use and how their use progressed over time. Their report found that few participants began use with heroin but transitioned to heroin due to increased cost and reduced availability of prescription opioids.

Becky Porter and Bridget Hanson, researchers at ISER’s Center for Behavioral Health Research and Services (CBHRS), collected information from providers of prenatal care in Hawaii on the challenges of delivering SBIRT, an evidenced-based practice to identify patients who misuse alcohol and help them reduce their drinking. The practice can both help prevent alcohol use during pregnancy and prevent fetal alcohol spectrum disorders.

Jessica Passini, ISER researcher, shared work being done at ISER and its Center for Behavioral Health Research at the American Public Health Association’s Annual Meeting in San Diego. Passini presented a poster developed with co-authors Rosyland Frasier and Diane King, on how health care practitioners’ use of data in Electronic Health Records is important to the successful implementation of SBIRT - an evidence-based practice to identify patients who misuse alcohol and help them reduce their drinking.

All Americans spend a lot to get health care—but Alaskans spend the most per resident, face the highest insurance premiums, and have seen overall spending grow much faster. Jessica Passini, Rosyland Frazier, and Mouhcine Guettabi of ISER have compiled a chart book of publically available information on health-care spending in Alaska and nationwide since the 1990s and highlight some trends in a new publication, “Trends in Alaska’s Health-Care Spending.”The chart book, available online, synthesizes a wide range of data and present it as an objective, easy-to-use resource. The authors hope this broad information on trends in health-care spending will help Alaskans better understand what happened, consider possible reasons why, and think about potential ways to change the upward spiral.

Staff from the State of Alaska Section of Chronic Disease Prevention will present the results of a simulation model of a $0.03-per-ounce- state excise tax on sugary drinks in Alaska. The simulation was conducted by the Childhood Obesity Intervention Cost-Effectiveness Study (CHOICES) research team from the Harvard School of Public Health using Alaska BRFSS data and sugary drink prices.
